Ukrainian President Volodymyr Zelensky Declares He Lacks Definitive Security Pledge from Partner Nations
President Zelensky has stated that Ukraine's partners in Europe have failed to provide solid assurances that they will defend Ukraine in the event of a new Russian aggression.
"I am asking this very question to all our partners and thus far, the answer remains elusive a definitive and straightforward response yet," he stated to the press on Wednesday.
His comments come a day after Britain and France inked a statement of purpose on deploying troops in Ukraine if a peace deal to conclude the conflict with Moscow is reached.
However, comprehensive defense assurances have yet to be solidified. The US, which has been leading efforts to halt the offensive, reportedly did not sign such a commitment at discussions held in the French capital on Tuesday.
Details of the Paris Talks
Following the negotiations in Paris, which included some three dozen nations that form the group termed the 'Coalition of the Willing', UK Prime Minister Sir Keir Starmer said the UK and France would "establish military hubs across Ukraine" to deter future invasion, while French President Emmanuel Macron subsequently indicated thousands of troops may be deployed.
Allies proposed that the United States would assume a leading role in monitoring a truce. But the key issue of ceding land that Ukraine is being asked to grant to Russia as a component of the settlement terms are continuing to be negotiated.
The Russian government has not yet commented on the declaration made in the French capital.
Russian President Vladimir Putin initiated a comprehensive military assault of Ukraine in February 2022, and Moscow currently controls about 20% of Ukrainian territory.
The President's Evolving Stance
The UK Prime Minister characterized the joint statement as "an essential component of our dedication to support Ukraine for the foreseeable future".
He continued: "It establishes the pathway for the juridical structure under which British, French and partner forces could function on Ukraine's territory, securing Ukraine's skies and seas, and regenerating Ukraine's military for the future."
Zelensky hailed that agreement as a "huge step forward".
A day later, however, he appeared less optimistic.
"I perceive the determination, the political resolve, and that the allies are prepared, and the allies are willing to give us strong sanctions, powerful defense assurances," he said when questioned if nations in Europe would come to Ukraine's aid.
"However, until we lack such security guarantees - legally binding, supported by parliaments, supported by the United States Congress - this crucial issue cannot be answered. And even if they do, you must ultimately depend primarily on your inherent capabilities."
Unresolved Issues and Ongoing Conflict
The Paris talks were also significant owing to the attendance of envoys from former President Trump's administration, Steve Witkoff and Jared Kushner.
Witkoff said the allies "largely finished" their work on agreeing security protocols.
Recently, the President indicated a settlement was "90% ready".
Territorial concessions and defense pledges have been at the center of outstanding matters for negotiators.
Putin has repeatedly warned that Ukrainian troops must withdraw from the entirety of the Donbas region or Moscow will take control, rejecting any compromise over how to conclude hostilities.
The Ukrainian President has thus far rejected relinquishing any land, but has proposed that Ukraine could withdraw its troops to an established line - but provided that Russia reciprocated the action.
Russian forces now holds about 75% of the Donetsk region, and some 99% of the adjacent Luhansk region. The pair of oblasts form the Donbas industrial heartland.
Attacks have been escalating against cities in Ukraine - particularly targeting power facilities. Russia has also made slow progress in seizing additional Ukrainian land.
Ukrainian forces have retaliated at Russian targets with drones, though with varying degrees of effectiveness.
